LTS health addressed the needs of 4 different trusts resulting in improved cost savings, turnaround time and efficiency.

BCP partnered with LTS Health to create the business case and ensure stakeholder engagement.

The Black Country Pathology Services (BCP) was formed with the intent to address some of the critical challenges that are being faced by pathology services across the NHS. With the goal of improving patient care through reduction in wait times across all tests including specialist diagnosis and cancer, BCP partnered with LTS Health to create the business case and ensure stakeholder engagement.

All part of the same Sustainability and Transformation Partnership (STP), the Trusts evaluated options to improve the pathology service across the Black Country region. Several trusts in the Black Country region had made previous consolidation efforts that did not result in tangible services – and thus BCP’s partnership with LTS Health started through the creation of a Strategic Outline Case, Outline Business Case, Full Business Case (SOC-OBC-FBC) – implementation.

All part of the same STP (sustainability and transformation Partnership) – they had to consider options of improving the pathology service as a STP rather than just individual trusts

In previous years several of the trusts within BCP had tried consolidation efforts that did not fathom into a tangible service (however there were existing collaboration initiatives in place such as clinical colleagues sharing information, but these weren’t necessarily across all trusts.

All levels of stakeholders were engaged by LTS, incorporating inputs from clinical, financial, operational leads and executives.

LTS acted as a level of support during the entire business case process (includes SOC/OBC/FBC) and also acted as the lead to deliver on the expected outcomes

Workshops were conducted both to get stakeholder input and buy-in, to address key issues and risks

  • Grant of £9m received from NHS England in support and belief of the business case

  • Fair and equitable partnership

  • Microbiology and histology services equipped with a more optimised workforce that improves turnaround time while processing larger volumes.

  • Increased ability to recruit consultant pathologists filling 5 of the 11 vacancies within the first two months.

  • Delivery of an improved quality patient experience

  • Approval by trust boards of all business cases throughout the stages was a significant milestone in moving ahead, meaning agreement and buy-in across the board

  • Clinical and operational leads had buy-in and started believing in the service

  • Came into reality with clinical and operational standards being aligned, test harmonisation across all four trusts, LIMS procurement and layout designs signed off and contractors appointed.

  • Staff transfers to host organisations
